Lefors City Meeting

Mayor Michael Ray called the meeting to order at 7:00 p.m. Present were Council members Codi Hess, James Gee, Savanah Kingcade, and Aaron Hunt. Council member Keith Franks was absent.

Mayor Ray led the Pledge of Allegiance. Councilman Gee said the Invocation.

No citizens comments.

In his written report Judge Kurt Curfman reported for the month of February 2023, the City had receipts of $1,454.00.There were 6 new complaints or citations filed with the court from the Marshal. These were for state or city ordinance violations. At this time, there is an outstanding balance of fines and court costs due the City of $9,900.42, and the City is current with all local, state, and federal reports.

City Marshal Hayden Gray submitted a report for February 2023:

Complaints received: Animal Complaints 2, Traffic Complaints 0, Noise Complaints 0, Accumulation of Junk 0, Excessive Weeds 0, Other 0; Calls for service: On duty 3, Call-out 4; Reports: Criminal Reports 0, Traffic Stop Reports 0, Information Reports 1, Ordinance Violation 2; Traffic Stops: 13, Traffic Citations (to include parking violations) issued 3, Warnings issued 10, City Ordinance Citations Issued 1, City Ordinance Warnings issued 0, Class “C” Citations Issued 0.

Public Works Director Nick York reported to Council: Sewer: The aerator at the sewer plant is torn apart, transmission was unrepairable so a new one has been ordered and had a new shaft and flange made; waiting on new flange to be assembled. The non-working clarifier was cleaned out and only two broken pieces were found, a valve for the sludge box and a rusted out rod on the RAS valve. Currently working on putting the clarifier back online. In town, three manholes were cleaned out that were full of sand, debris, and tree roots. Also, one new sewer tap was installed. Water: Installed one new water tap and repaired a leak in the main after removal of old tap. Sanitation: Still in the process of having dumpsters repaired in Amarillo. Should have spare dumpsters after this last load is done. The trash trailer is ready to be rented out to the public. Vehicles: The red F-350 has been repaired and after the flatbed is mounted on it, it will be in service.

Councilwoman Kingcade made a motion to approve the consent agenda including minutes of the February 13, 2023, regular meeting, bills, and department reports. Councilman Hunt seconded. Vote unanimous. Motion passed.

Non-Action Items: Nita Williamson, representing Court Appointed Special Advocates (CASA), was present and told Council a little of things that CASA does. Mayor Ray signed a Proclamation proclaiming April 2023 as National Child Abuse Prevention Month in Lefors and urged all citizens to recognize this month by dedicating ourselves to the task of improving the quality of life for all children and families.

• Councilwoman Kingcade made a motion to approve an amendment to the Interlocal Contract for administrative services for the City of Lefors’ 2022 Texas Community Development Block Grant – Community Development Fund Project #CDV21-0173. Councilman Hunt seconded.

Vote unanimous. Motion passed.

• Councilwoman Hess made a motion to adopt a resolution designating the Mayor to act as the designated authorized official in order to execute contractual and environmental documents between the Texas Department of Agriculture and the City for the 2022 Texas CommunityDevelopment Block Grant – Community Development Fund program; and for the Mayor and City Secretary to act as authorized signatories to certify the payment request form required for requesting funds approved in the 2022 Texas Community Development Block Grant – Community Development Fund project#CDV21-0173. Councilman Hunt seconded. Vote unanimous. Motion passed.

• Councilman Hunt made a motion to adopt a Resolution regarding Civil Rights and the adoption of the following policies: • Excessive Force Policy• Section 504 Policy Against Discrimination and Grievance Procedures• Citizen Participation Plan and Grievance Procedures• Code of Conduct • Fair Housing Policy. Councilwoman Kingcade seconded. Vote unanimous. Motion passed.

• Councilman Hunt made a motion to adopt a Proclamation designating April 2023 as Fair Housing Month in the City of Lefors. Councilwoman Kingcade seconded. Vote unanimous. Motion passed.

• Councilman Hunt made a motion to adopt Resolution 2023-0313-1, a resolution denying Southwestern Public Service Company’s proposed rate increase and authorizing the City’s continued participation with other cities in the Alliance of Xcel Municipalities (AXM). Councilwoman Kingcade seconded. Vote unanimous. Motion passed.

• Councilwoman Hess made a motion to purchase a 2 Piece Deluxe Pull Behind Sticker Burr Roller for use in the City’s parks. Councilman Gee seconded. Vote unanimous. Motion passed.

Council took a break at 7:39 p.m.

Council convened into executive session at 7:44 p.m. to discuss personnel as allowed by the Texas Government Code §551.074, Personnel Matters.

Council returned to open session at 8:50 p.m.

• Councilman Hunt brought forth his motion made in executive session that documentation from the Executive session be placed in employee Hayden Gray’s personnel file. Councilwoman Kingcade seconded. Vote unanimous. Motion passed.

Councilwoman Hess made a motion to adjourn. Councilwoman Kingcade seconded. Vote unanimous. Motion passed.
